Pamela: A shocking provision in this year’s National Defense Authorization Act (NDAA), a must-pass bill that determines everything from the Pentagon budget to military policy, would expand cooperation between the U.S. and Israeli militaries, all but fusing the two nations’ armed forces.[1]
Section 224 would give the Israeli military “unprecedented access” to U.S. weapons and technology, according to one former State Department official, who added that it would give the Israeli government “incredible leverage” over the Pentagon’s priorities.[2]
The last thing our government should be doing is deepening its complicity in the violence and suffering resulting from the Israeli military’s actions. This is an Israeli military that’s committed genocide in Gaza. Soldiers complicit in settler violence in the West Bank. It is waging an illegal invasion into Lebanon.
Section 224 is buried in the 504-page House NDAA, and you can bet that weapons contractors and hawks alike are hoping that we wouldn’t notice. They were wrong — and we’re not the only ones sounding the alarm, Pamela. House Armed Services Committee (HASC) member Rep. Ro Khanna (D-CA) has already introduced an amendment to remove this dangerous provision before the bill advances.
The Khanna amendment is gaining critical bipartisan support, and we need your help to get it to the finish line.

Under Section 224 of the NDAA, a unique, legally binding partnership between the Pentagon and IDF would cover weapons production, AI-powered military systems, and so much more.
While PM Netanyahu seeks to reduce the Israeli military’s dependence on the U.S. government — an astonishing $3.8 billion in military assistance per year — this provision would take the partnership into overdrive by intertwining the two militaries.[3]
Rep. Thomas Massie (R-KY) has already promised to introduce an amendment to strip this provision if it makes it out of the committee. But we can stop it even sooner, Pamela:
By rallying support for Rep. Khanna’s amendment in HASC, we can strip Section 224 from the House NDAA before it reaches the House floor.
It’s rare for the public to get involved in the weeds of this markup process, but whether it’s the $1.5 TRILLION Pentagon budget topline or Section 224, this year’s NDAA is nothing short of dangerous. That’s why we need as many activists as possible to get lawmakers’ attention before the final Committee votes.
