Pamela, Rikers Island has a long history of dangerous conditions for incarcerated people and staff, including frequent violence, inadequate health care, and persistent overcrowding.
Despite years of federal oversight, reform efforts have repeatedly failed. New York City previously agreed to close Rikers by 2027, but people incarcerated on Rikers Island simply can't wait any longer for conditions to improve.
That's why, in a newly filed friend-of-the-court brief, Vera and the New York City Bar Association argue that only a federal receiver completely independent of New York City's government can effectively address these deep-seated issues. |
